The EAFRD Fund-of-Funds (EAFRD FoF) Romania was created in November 2017 on the basis of a funding agreement signed between the EIF and the Government of Romania, represented by the Ministry of Agriculture and Rural Development. The EAFRD FoF is financed by the European Agricultural Fund for Rural Development (EAFRD), through the National Rural Development Programme 2014-2020, together with resources form the national budget.

The EAFRD FoF aims at facilitating access to finance to local farmers and rural entrepreneurs and will be implemented through a Portfolio Risk Sharing Loan instrument with financial intermediaries which will be selected by EIF through an open, transparent, proportionate, non-discriminatory and objective selection procedure.

In particular, the EAFRD FoF Romania targets the following policy objectives, in accordance with the NRDP:

Sub-measure 4.1 Support for investments in agricultural holdings
Sub-measure 4.1a Support for investments in fruit-growing holdings
Sub-measure 4.2 Support for investments in processing and marketing of agricultural products
Sub-measure 4.2a Support for investments in processing and marketing of products in the fruit-growing sector
Sub-measure 6.4 Support for investments in creation and development of non-agricultural activities

Who is eligible to become financial intermediary under this call?

This Call for Expression of Interest is addressed to public or private credit or financial institutions, in each case, duly authorised to carry out lending activities according to the applicable legislation which shall be in all cases established and/or operating in Romania.

How to apply?

Eligible and interested credit or financial institutions shall download the complete documentation below and submit their application package by 30 September 2018. Only applications that are fully responding to the requirements set out in the Call of Expression of Interest will be considered.

The document includes important information about the EAFRD FoF Romania financial instrument, the eligibility and exclusion criteria for financial intermediaries, the selection process, and the template for expressions of interest. Expressions of Interest will be processed on a “first come, first assessed" basis according to the selection process described in the Call.
