Ukraine Export Credit Pilot – call for expression of interest

Following the announcement of the European Commission and the EIB Group in June 2024, we are launching this new €300 million export credit guarantee facility under the InvestEU SME Competitiveness window to support exports by European companies to Ukraine.

The initiative aims to reduce financial risks thanks to the EIF’s support, encourage EU businesses to increase exports to Ukraine and revitalise trade, strengthen ties with the EU, and contribute to Ukraine’s economic recovery.

We will provide guarantees on transactions that aim to finance purchases by companies based in Ukraine (the importers) whereby the goods and services are provided by SMEs and small mid-caps operating in InvestEU geographies (the exporters). Export credit agencies as main public facilitators of trade are acting as our financial intermediaries under this Pilot.

How can you become a financial intermediary under InvestEU Export Credit Pilot?

An applicant may become a financial intermediary under this Pilot provided that:

  • it complies with formal criteria as described in the call for expression of interest;
  • it completes and submits its application, as per the Annex I below within the deadline and in accordance with all provisions outlined in the call;
  • it is selected by the EIF as a potential financial intermediary under InvestEU to implement the InvestEU Export Credit Guarantee Product pursuant to the selection process outlined in the call; and
  • it enters into the relevant (counter-) guarantee agreement with EIF.
 

Eligibility criteria

The dedicated call for expression of interest is addressed to national export credit agencies (ECAs) established and operating in EU Member States, Overseas Countries and Territories (OCTs) or other participating countries (currently Norway and Iceland).

 

Application process

If you are eligible, you can apply by downloading and submitting the relevant application documents published below, to the EIF by the deadline. The EIF selects financial intermediaries on ‘first comes, first assessed’ basis, and according to a standard process involving due diligence and proof of compliance with the relevant terms.

 

Deadline for applications: 31 December 2024

The EIF may determine that the deadline will end on an earlier date depending, inter alia, on the availability of the budgetary resources. Any change in the deadline will be announced officially on this web page.
