Update for financial intermediaries in response to the covid-19 crisis (as at 9/12/2020):

The EIF has published an information notice for existing financial intermediaries regarding the terms of the Call for Expression of Interest, and in relation to stand-alone working capital. Please check the full details in the notice.

The AGRI Italy Platform is a new generation of multiregional Financial Instruments aiming to improve access to finance for final recipients, open to all the Italian Regions and Autonomous Provinces and currently set up in cooperation with the Italian Regions of Calabria, Campania, Emilia Romagna, Piemonte, Puglia, Toscana, Veneto, Umbria - acting through the Managing Authorities of the relevant Regional Development Programmes (“RDP”) – (as updated from time to time, each a “Contributing Region”) which have dedicated part of their RDP resources co-financed by the European Agricultural Fund for Rural Development (EAFRD).

AGRI Italy Platform-Contributing Regions

The AGRI Italy Platform is managed by the European Investment Fund (EIF) within the 2014-2020 European Structural and Investment Funds (ESIF) programming period and is supported by the resources made available under the RDPs by the Contribution Regions and by the European Investment Bank (EIB), the EIF and Cassa Depositi e Prestiti (CDP) in their capacity as investors in the platform.

The AGRI Italy Platform is open to additional contributions by other Managing Authorities (in addition to the Contributing Regions mentioned above) which can contact EIF (Mandate Management – I&A Division). A notice of any such additional contribution will be given by EIF in this web-page.

Financial instruments available under the AGRI Italy Platform and type of support to final recipients

The objective of the AGRI Italy Platform is to provide better access to finance for final recipients through loss protection provided by EIF to selected financial intermediaries (“FI”) via uncapped guarantees covering portfolios of newly originated loan products supporting investments by final recipients in the agricultural and agro-industrial sectors.

The eligible final recipients will therefore receive the debt financing by the selected FIs which have entered into the guarantee with EIF.

In particular, the AGRI Italy Platform targets the following two policy objectives: “4.1 Support for investments in agricultural holdings” (4.1 Investimenti nelle aziende agricole) and “4.2 Support for investments in processing and marketing of agricultural products” (4.2 Investimenti per la trasformazione e commercializzazione de prodotti agricoli) in accordance with the relevant RDPs.

Who is eligible* to become financial intermediary under the AGRI Italy Platform and how to apply?

Eligible applicants are financial or credit institutions (including banking groups) duly authorised to carry out lending activities according to the applicable legislation.

To apply to the Call for Expression of Interest, applicants shall download all the documentation here below and apply by the deadline by responding in full to the Call for Expression of Interest. The Call for Expression of Interest document includes important information about the AGRI Italy Platform financial instrument, the eligibility and exclusion criteria for financial intermediaries and about the selection process, and the template for expressions of interest. Applicants must provide the requested numerical information in the Quantitative information requirements excel file available for download below. Expressions of interest will be processed on a “first come and first assessed" basis according to the selection process described in the Call for Expression of Interest.
